Agreed with stagger resistence / immunity important - any time you can stagger an assassin is a turn they're (usually) giving up damage wise, so that's a big deal. I think i've used them before and you're right, they are quite strong. I think a strong argument could be made for the syndicate Flanker mod if you're abusing Hallucinate on your mirages. Where you go from there kinda depends on other units. The Arc stun mod would be okay on its own, but it's not so much "raw power."

Give 'em Arc Extension and anything that provides Stagger Resist at a minimum. Prime rank gives them 50% cover bypass inherently, so no need for anything along those lines.
